RRD – Meeting Minutes

Mission Statement

The mission of Red River Delta Law Enforcement Planning Council, Inc. is to establish a forum for persons most familiar with the problems of local law enforcement to study, address, and adopt methods, procedures and programs that will result in more efficient and effective criminal justice operations in the Central Louisiana area.

Jeremy P. Edwards, Executive Director

Jeremy was born in Metairie, LA, and has lived in a variety of different places, including: Metairie, LA; Dallas, TX; Houston, TX; Dumfries, VA (30 miles S of Washington D. C.); Lafayette, LA; Opelousas, LA; and Jeremy currently lives in the Alexandria, LA area with his wife, Stephanie and daughters, Madison and Mallory. Jeremy graduated high school with Humanitarian Honors from Westminster Christian Academy, Opelousas, LA before going to Louisiana College in Pineville, LA where he graduated with a Bachelor of Science degree with a double major in Criminal Justice and Sociology.

After graduation, Jeremy started working for Red River Delta Law Enforcement Planning Council, Inc. in June of 2001 as the Grant Manager of the Byrne (Anti-Drug), Local Law Enforcement Block Grant (LLEBG) , and Act 562 Equipment Grant Programs.

Jeremy was named the Assistant Director July 1, 2017, and in addition to office management duties, he supervises the Byrne Justice Assistance Grant Program (JAG), Victims of Crime Act (VOCA), Violence Against Women Act (WAMA), Juvenile Justice and Delinquency Prevention (JJDP) grant programs.

Jeremy was named the Executive Director, effective October 1, 2020.

Casey P. Palombo, Assistant Director

Casey was born in Abbeville, LA and currently lives in Alexandria, LA with his wife, Marissa. Casey graduated from North Vermillion High School in Vermillion Parish before attending Louisiana Scholars’ College at Northwestern State University where he graduated after studying economics.

After graduation, Casey worked six years providing financial support and managing financial systems for area non-profit agencies in the Central Louisiana area. He began working as the Grants Manager at Red River Delta Law Enforcement Planning Council, Inc. in July, 2019 managing grant programs.

Casey was named Operations Manager November, 2020, and is responsible for the preparation of organization’s meetings, bookkeeping, etc., and assists the Program Manager in ensuring all guidelines are obtained by the subgrantees.

Casey was named Assistant Director effective October, 2021.

Jack Kenneth (Ken) Walker, Retired

Ken was named executive director of the law enforcement planning program in 1970, six years before the formation of Red River Delta. He spearheaded the incorporation of the organization that initially served the eight (8) parishes of Red River Delta and now the ten(10) parishes of Northwest.

Ken retired in 2020, after more than 50 years of service with Red River Delta, with 35 of those for Northwest, and was responsible for bringing over $200,000,000 in grant funds to the Red River Delta district.

He was ultimately responsible for bringing the D.A.R.E. program to Louisiana in the mid 1990’s, with Red River Delta acting as the Louisiana D.A.R.E Training Center, and training the first 1,035 D.A.R.E Instructors.

Some other highlighted programs Ken is responsible for funding, or assisting in the creation include, but are not limited to: Renaissance Home for Youth, Alexandria Regional Training Center, Children’s Advocacy Network, D.A.R.E statewide, Rapides Adult Detention Center, Alexandria Crime Lab, Central Louisiana Family Justice Center, Central Louisiana Juvenile Detention Center Authority, and many other violent crime and narcotic programs, victims assistance programs, violence against women programs, and juvenile programs.
